Oh, I don't think Renly's naive at all, actually. I think all his choices have a rational political basis and he's much, much less naive than any of his opponents in the War of the Five Kings. And would have been the best king of the lot, IMO. He just gets unlucky because Stannis has Melisandre.
I think a lot of people subconsciously equate "having lots of pretty things around" with incompetence. I think Catelyn kinda did on some level when she was all agog at Renly's accommodations (she's used to the Stark aesthetic), but I think there's a good reason for having that nice setting and the tourney. It keeps morale up and keeps the men there, which is a big problem that Catelyn and Robb actually discuss before she goes off to treat with Renly.
