I agree with the Targaryen votes. Beyond the quote and so forth, which might indicate a bit of push for Targ, it's the Catelyn/Cersei love that clinches it for me. Two characters who value something (family on the one hand, power on the other) and letting logic take a firm backseat if need be ... that says Targ to me.
